SALARY RANGE
$32,000 – $38,000 DOQ
Annually based upon 40 hour work week
SUMMARY:
Under the general supervision of the Town Administrator, performs field inspections and administrative services in the investigation of violations and complaints regarding the enforcement of the Town Code. Provides general information to the public on zoning, signage and property information. Additionally, serves as bailiff for the municipal court, processes business licenses, acts as Town liaison to the Maricopa County Sherriff’s Office and coordinates logistics and permitting during Town Center Special Events, which may require occasional evenings or weekends.
MINIMUM QUALIFICATIONS:
Education and Experience:
Any combination of training, education and experience equivalent to a bachelor’s degree in Planning, Criminal Justice, Public or Business Administration or a related field and two years of recent experience in neighborhood preservation and revitalization with a focus on zoning enforcement and code compliance. Valid Arizona drivers license required.
Knowledge, Skills and Abilities Knowledge of: · Town codes, ordinances, regulations and their administrative enforcement principles and practices. · Principles and practices of safe motor vehicle operation. · Principles and practices of court security. · Traffic laws, ordinances and rules involved in motor vehicle operation. · Geography of the community. · Microsoft Windows Office products. Ability to: · Answer technical questions concerning work procedures and day-to-day problems. · Establish and maintain effective working relationships with Town staff, the general public and special event promoters. · Communicate patiently and tactfully within a diverse customer environment. · Read and interpret ordinances, observe conditions, determine compliance, enforce regulations firmly, tactfully and impartially, communicate in person with the public and staff. · Quickly adjust to shifts in organizational priorities and goals. · Perceive and interpret customer needs and translate them into effective solutions and operational policy. · Proficiently perform computerized word processing, comprehension, summarizing and writing/editing. · Provide security to the municipal court, including earning Court Security Officer certification as mandated by the Arizona Supreme Court. Complete other security-related training as required by the Presiding Judge. ESSENTIAL FUNCTIONS: The following duties and responsibilities of this position may include, but are not limited to, any combination of the following tasks: · Investigates complaints and violations in the enforcement of the Town zoning ordinance and the Town Code. · Responds to management’s requests for action in a timely manner and provides information regarding code enforcement activity. · Writes and reviews code enforcement reports relating to violations and required compliance with Town ordinances and regulations. Makes follow-up inspections to assure that violations are discontinued, corrected or removed. · Documents efforts to bring property owners into compliance with ordinances, codes, laws and regulations; reviews and assists in the preparation of legal case summaries. · Communicates daily with individual citizens, community organizations, and staff, interpreting, analyzing and resolving difficult neighborhood issues. · As needed assist Town Clerk, entering data, filing, taking calls and working with the public. · Serves as bailiff and Court Security Officer to the municipal court, including maintaining security and order of court facility. · Serves as the special event liaison to the Town during special events held within the Town Center. Serve as the point of contact for the event promoters to address event logistics regarding the set-up, public safety, compliance to the use of Town amenities, traffic safety and clean-up of such events. · Performs job in a manner consistent with appropriate safety considerations. · Performs other duties as assigned. · Serve on the municipal court’s Security and Emergency Preparedness (SEPC) committee. WORK ENVIRONMENT/PHYSICAL DEMANDS: To successfully perform the essential functions of this position the following descriptions represents the typical physical demands and work environment that must be met by an employee. · Operate a Town vehicle to respond to complaints. · Read and visually interpret site issues quickly and accurately and to determine compliance. · Operate a variety of standard office equipment, including a computer terminal, telephone, copy and fax machine requiring continuous and repetitive arm, and hand and eye movement. · Operate measuring devices, camera, ladder, or other equipment as necessary to complete essential functions. · Travel to/from and perform site inspections and attend meetings in various locations. · Reach, grip and move debris to gain access to or expose objects for inspection. · Moderate physical effort, typically involving some combination of walking, moving, bending, stooping, lifting arms above head, kneeling, crouching, crawling, lifting, carrying, pushing and/or pulling of objects and materials of moderate weight. · Walk across trenches, dirt piles and climbs stairs. · Exposed to hazardous situations on inspection sites. · Moderate exposure to dust, grease, noise, inclement weather, temperature extremes and unpleasant but not hazardous odors. · Work a flexible schedule including evenings and weekends, as needed. · Some work is performed in a normal Town office environment.
