Chief Financial Officer (CFO)
The Farm Credit System is a unique entity, a network of nationally connected, locally owned financial cooperatives. Since 1916, Farm Credit has been devoted to agricultural financing and is the largest single provider of agricultural credit in the United States. High Plains Farm Credit is a member of the Farm Credit System and services nearly $1.5 billion of loans primarily originated in central and western Kansas. High Plains Farm Credit’s vision is to be the preferred source of agricultural financing.
POSITION PURPOSE
At High Plains Farm Credit, the Chief Financial Officer (CFO) is responsible for finance, accounting, quality control and financial operations. The position contributes to the overall leadership of High Plains Farm Credit through participation at the senior level in the development of strategic business objectives and plans, including setting the tone for balancing safety and soundness while fulfilling High Plains Farm Credit’s vision.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Financial Management: Responsible for financial management including accounts payable, accounts receivable, budgeting, cash management, cost accounting, income taxes, planning, the patronage refund process, and other property owned. Also, responsible for overall operations of the Association including coordinating with the Chief Credit Officer on internal branch operations, and online banking services for customers. Suggests, evaluates and executes financial strategies as directed by the President/CEO.
- Accounting and Reporting: Assures complete and accurate accounting of all financial matters in accordance with Farm Credit Administration (FCA) regulations, GAAP, and internal policies. Responsible for the integrity of the Association’s financial records. Prepares financial and managerial reports as needed, including: quarterly and annual reports to shareholders; quarterly Call Reports to FCA; cost accounting and other reports as needed or requested by the President/CEO or Board of Directors. Files all required federal, state and local tax returns (income, sales, and property).
- Quality Control and Risk Management: Implements internal control policies to safeguard the Association’s assets, including appropriate insurance policies. Supervises quality control functions and implements the Internal Audit Plan established by the Audit Committee.
- Strategic Leadership and Management: Serves as a member of the Association’s Executive Committee, Asset Liability Committee and Management Team by participating in the development of corporate direction, strategies, personnel decisions and financial decisions. Attends and participates in Board of Director meetings and coordinates with the Chief Risk Officer in the preparation of the Association’s annual strategic plan.
QUALIFYING CHARACTERISTICS
- Bachelor’s degree in Accounting, Agriculture, Business Administration, Finance, or a related field. Graduate degree preferred.
- 10+ years of financial operations experience, including at least 5 years of supervisory experience. Certified Public Accountant preferred.
- Keen analytic, organization, and problem solving skills, which support and enable sound decision making.
- Outstanding presentation and communication skills, including the ability to relate finance and accounting concepts to executives and board members.
- Strong, hands-on fiscal management skills including: budgeting, analysis and reporting.
- Excellent general leadership and human relations skills.
