Motor Vehicle Record Technician El Jebel, Colorado Fulltime Year-Round
Hiring Range: $17.49-$21.87 per hour
Process motor vehicle registrations, including but not limited to understanding/ communicating regulations, examining/ verifying documentation, completing data entry and collecting/ refunding payment. During election periods, assists with election and voter services. Example of Duties Customer Service:
- Examine and verify valid and fraudulent forms of Secure and Verifiable Identification (SVID) from all United States, U.S. territories and foreign countries; understand residency requirements for vehicles to be registered in Eagle County
- Examine and verify all documentation required to complete all motor vehicle transactions inclusive of, but not limited to: title and registration applications, sales tax receipts, Colorado, out-of-state and out-of-country titles and registrations, joint tenancy forms, manufacturers statements of origin, dealer bills of sale, certified and regular VIN inspections, insurance certificates, Colorado Department of Revenue forms, private and public mortgage papers, affidavits, death certificates and powers of attorney
- Understand the different requisites for transferring ownership of out-of-state or out-of-country vehicles to Colorado; know how to use Polk books to evaluate and identify valid and fraudulent titles from all United States, U.S territories and foreign countries
- Accurately process motor vehicle titles by confirming correct seller and buyer assignments, odometer disclosures, SVIDs and various supporting documents are included in the completed application
- Process duplicate, salvage, rebuilt from salvage, abandoned vehicle, off-highway, special mobile machinery, low speed electric vehicle and rebuilders title transactions; understand and communicate the various and multiple forms, procedures and costs involved in successfully obtaining a title
- Assist customers in acquiring titles when original titles are not available through the bonding or in lieu of bonding procedures
- Help customers transfer ownership of a vehicle after a death using various legal documents such as powers of attorney, small estates affidavits, letters of testamentary and death certificates
- Perform vehicle inspections for the verification of vehicle identification numbers (VINs) for the processing of license plate and/or title transactions; issue "homemade trailer ID" numbers for trailers that do not have VINs
- Issue temporary vehicle registration permits to new owners of vehicles, ensuring the proper collection of sales taxes; understand when temporary permits can and cannot be extended
- Issue and renew specifically numbered license plates, year tabs and month tabs from office inventory with great precision to ensure correct plates numbers, plate types and stickers are assigned accurately to all vehicles
- Facilitate the correct application and issuance of over 130 types of specialty license plates using a "print on demand" process that produces a plate sent directly to the customer
- Assist customers in understanding the application process and possible fees for personalized plates, disabled plates, military plates and other specialized plates that are approved and issued directly through the Colorado Department of Revenue
- Complete transactions involving the change of one plate type to another or the rebuilding of a registration record to ensure correct calculation of differing fees and expiration dates
- Determine appropriate titling and/or registration requirements for various and numerous Special Mobile Machinery (SMM) construction equipment
- Issue license plates and placards to qualified persons with disabilities to park in reserved parking spaces; understand the documents required to issue and renew five different kinds of placards and three different kinds of plates
- Ensure correct calculation and collection of all applicable state, county, city and ownership taxes, licensing fees, title fees, chattel mortgage fees, late fees and material fees; understand when fees can and cannot be waived
- Process with great accuracy all cash, check and credit card transactions; immediately communicate errors to management and assist in the correction of errors
- Understand and communicate to customers when refunds and credits can be issued; be able to accurately process refunds and credits
- Enforce state laws and rules to assist couples obtaining and recording marriage licenses
- Communicate clearly and thoroughly to the general public, auto dealerships, commercial fleet managers, construction equipment companies and other appropriate stakeholders to explain Colorado motor vehicle laws, rules, regulations, policies and procedures to successfully complete motor vehicle transactions and resolve problems/complaints
- Successfully access and efficiently use all available resources such as the Colorado Motor Vehicle Title and Registration Manual, Colorado Motor Vehicle Insurance Database, National Motor Vehicle Title Information System, Polk Books, SVID books, Colorado Department of Revenue intranet and public website to research procedures and requirements to complete motor vehicle transactions
- Draft clear and grammatically correct written correspondence in the form of letters and emails to customers, dealerships and Colorado Department of Revenue staff
- Answer telephone calls, returns phone messages and route calls in a professional and personable manner
- Provide high-level customer service to external and internal customers; deal courteously with the public in stressful and contentious situations
- Maintain confidentiality of motor vehicle records and customers
