Chief Financial Officer
Chief Financial Officer operates as a member of the senior leadership team of Black Hills Works, BH Services and BHW Foundation. Leads the Business Office and Accounting team as well as the agency's facilities maintenance and mechanics team. This is a key role within our organization that is growing to meet the needs of people with disabilities in the communities we serve. Collaborating across many departments is critical to success as well as a desire for continuous growth to help the organization with evolving needs. Leads a team that does a lot of work with government funding, affordable housing projects, and various grants. Experience in non profit and/or governmental business operations a plus. Experience with Net Suite or Sage Intacct software systems a plus.
This is a role that is about much more than numbers. It is about serving people in the capacity of leadership of key support teams that enable our organization's mission to be achieved.
Requirements:
Account for receipt of all public funds (federal, state, county, city) and all private funds such as donations, grants, fees for people served, contracts and other receipts involved in our day-to-day business.
Prepare and interpret financial statements.
Oversee bill payments.
Develop budgeting information for the CEO, Board of Directors. Budgets are developed in cooperation with other managers and department heads.
Develop business records and reporting systems which meet all applicable professional, administrative and legal requirements
Oversee the preparation and issuing of payroll.
Account for the receipt of all monies and maintains accurate accounting of all expenses. Is responsible for coordinating the expenditures of funds in accordance with budget planning.
Oversee bank deposits and provide reports on all cash transactions, investments, and management of cash reserves.
Hire or oversee the hiring and supervision of all accounting staff, garage mechanics and facility maintenance staff.
Maintain copies of and properly administers all applicable Federal and State Laws, rules and regulations that pertain to the fiscal management of our Corporations --some that are applicable include:
Department of Labor, Wage and Hour rules pertaining to wages for people served and employee hours and wages.
Social Security Administration as to benefits, eligibility and payments (SSI and Social Security benefits for our people); maintains a trust account and reports to Social Security representatives.
Medicare and Medicaid benefits for people served under Title XVIII and Title XIX of the Social Security Act.
Department of HUD fiscal regulations.
Department of Transportation rules for vehicle operations.
Department of Social Services fiscal rules within the Medical Services Sections.
Department of Health Life Safety Code for maintenance of facilities.
Department of Human Services (Division of DD and Voc Rehab).
Obtain bids, as needed, for the agency's total insurance needs: Administer, file reports and provide general accounting for all such insurance coverages (agency liability, vehicle coverage, Officers & Directors, medical, dental, life, fire, unemployment, worker's comp).
Plan for and manage the agency transportation services:
Develop short and long-term plan for vehicle additions and replacements.
Keep effective system for repair and maintenance of all vehicles.
Obtain an annual CPA review of our fiscal records
Work cooperatively with the general public, business representatives, individuals and their families, government agencies, Board of Directors, CEO, Dept. heads and all employees.
Maintain inventory accounts of all buildings, equipment, and supplies.
Insure for proper maintenance of all buildings and grounds owned or operated by our Corporation:
Budget for repairs and maintenance.
Provide for snow removal
Meet OSHA standards and Dept. of Health Life Safety Codes for all buildings.
Develop three annual agency budgets.
Submit historical fiscal data to Dept. of Human Services for the annual cost report.
Develop or monitor operational plans and procedures for each area or department supervised (update annually).
Annually, file all Federal and State reports (income, sales, Secretary of State, etc.)
Prepare bi-monthly fiscal reports for the Board of Directors (Balance Sheet, Income & Expense month to year budgets, Accounts Receivable, Accounts Payable, cost centers, etc.).
Monitor expenditures of all departments on established budget.
Prepare at least one capable subordinate to take charge in case of absence.
Accept and identify with the responsibilities of management and leadership.
Perform other duties as assigned by the CEO.
